إنّ معظم الأحكام لها أصل من الكتاب والسُّنة أو من أدلة معترف بها - على الإتفاق أو الأختلاف - وبعض الأحكام ذات الطابع الواحد تناولها العلماء لكن في مواضع متفرقة في بطون كتب الفقه ومنها الأحكام السلطانية المتناولة لأحكام الدولة الشاملة والمتنوعة، تناولها العلماء بداية على هذا النحو، ولاحقاً تمّ إفرادها بكتب مستقلة كالأحكام السلطانية لابن الوردي، والأموال لأبي عبيد، والخراج لأبي يوسف ويحيى بن آدم القرشي وغيرهم والحسبة لابن تيمية".
ويعتبر كتاب "الحسبة" لــ"ابن تيمية" من الكتب التي تضمنت الأسس والقواعد التي تتبنى عليها قضية الإصلاح والتغيير في الدولة الإسلامية من حيث مقصد الولاية والحكم والخلق وكيفية التعاطي بينهما، فالمنصب بالمطلق هو ولاية، وهذه الولاية لها قيودها وشروطها، وتشمل جوانب الحياة كافة وتشمل ضوابط البيع والشراء وما يتفرع عنها، وكذلك إعزاز الدين والأمر بالمعروف والنهي عن المنكر، وأيضاً العقوبات التي تشمل الجنايات ليس في الدم فحسب... وأخيراً موضوع الثواب والعقاب.
وكان عمل المؤلف في الكتاب كالتالي: وضع مقدمة للكتاب وسيرة للمؤلف، إخراج الكتاب بحلّة جديدة، الإحالة إلى المصادر، شرح الكلمات المبهمة، تراجم للأعلام، وضع فهرس عام.
