احتلت أزمة الخليج أهمية إستثنائية نظراً لأهمية المنطقة وتداعيات الأزمة وإنعكاساتها الدولية والإقليمية ولإرتباط مصالح معظم دول العالم بهذه المنطقة، وتأثر الإقتصاد العالمي بما يدور من أحداث على أرضها، ولكون المنطقة تعج بالأزمات والنزاعات بين دولها، ولوجود مصالح دولية كبرى تأتي في مقدمتها الولايات المتحدة التي تحاول بسط هيمنتها على المنطقة من دون منازع.
واختارت الولايات المتحدة الوسيلة النهائية في تحقيق تلك المصالح وهي القيام بالحرب وإحتلال دولة وما رافقها من تداعيات ونشر الفوضى في إقليم الدولة المحتل وحجم الخسائر الكبيرة غير المعلن عنها والتي باتت تؤرق مؤسسات صنع القرار السياسي الأمريكي والجدل السياسي والقانوني الذي قام ولا يزال قائماً حول مدى شرعية ذلك العمل وتلك الحرب والتي عدها الكثير من المختصين في القانون الدولي والعلاقات الدولية بأنها عملية غزو وعدوان مسلح من جانب الدول المتنفذة على صعيد الواقع الدولي ضد دولة صغيرة تسعى للتشبث بسيادتها وتحقيق مصالحها.
وجاءت أهمية الكتاب من خللا إحتلال العلاقات العراقية - الأمريكية أهمية إستثنائية، لا سيما في السنوات التي تلت أحداث الخليج عام 1990، وظهور نموذج من العلاقات الدولية لا تخضع إلى أي قواعد موضوعية ولا تحكمه أي إعتبارات سياسية وأخلاقية، تمثل في قيام علاقة غير متكافئة ساعدت على قيامها البيئة الدولية الجديدة، التي أخلت في التوازن الدولي، وعطلت القواعد القانونية الدولية، عندما انفردت دولة من دول العالم في ممارسة النفوذ العالمي على مختلف دول العالم.
