يوضح هذا الكتاب عبر دراسة مقارنة الثغرات في كل من النص والتطبيق وكذلك النتائج التي ترتبت على إحداث هذه الضريبة وأثرها على التنمية الإقتصادية والإجتماعية بعد إنقضاء فترة زمنية على تطبيقها.
وفي ضوء ذلك تطرح مؤلفة الكتاب جميع الإشكاليات التي تتمحور حول هذا الموضوع في فصل تمهيدي تتناول فيه النشأة التاريخية للضريبة على القيمة المضافة في العالم ومراحل تطبيقها في لبنان وقسمين رئيسين، تناول الأول منهما الدور الإيرادي للضريبة على القيمة المضافة كأداة فعالة للتنمية المتوازنة ودعامة راسخة للعدالة الإجتماعية.
وفي ختام الدراسة تحاول المؤلفة معرفة فيما إذا أدت سياسة العقاب المتبعة من قبل الإدارة الضريبية إلى الحد من التهرب الضريبي أو الغشَ الضريبي، وإلى تحقيق العدالة والمساواة بين المكلفين أو الخاضعين للضريبة الذين يلتزمون بالموجبات المفروضة عليهم وأولئك الذين لا يقومون بتأدية موجباتهم وإلتزاماتهم؟.
