ولمّا كان طلب العلم طريق الأنبياء والمرسلين والعلماء الربّانيين هو المُوصِّل إلى جنات النعيم، كان لهذا الطريق أبوابٌ يُدْخلُ إليه منها، وهي ما ألفه علماءُ الإسلام من متون العلم التي هي الأصول التي تضمن الوصول، فلا طريق للعلم إلا عن طريقها.
فالعلمُ درجاتٌ ورُتب، يبدأ بها الطالب من أولها حتى يصل إلى آخرها، فكانت متون العلم بداية الطلب ومفتاح الفقه والعلم، يأخذ طالب العلم بها، ليجدَ فيها الضالة المنشودة، ويتلقّى شرحها عن أهل العلم الذين تتلقى عنهم علوم الشريعة، فلا يعتمد عليها دون قراءتها على أهل العلم.
ولمّا كان من الواجب بث هذه المتون والإعتناء بها وتقريبها لطلاب العلم وتيسير تناولها، جاءت فكرة هذه المتون، لتعين طالب العلم على الإستعداد لطلب العلم.
إن الله تعالى يعطي الدنيا من يحب ومن لا يحب، ولا يعطي الدين إلا من أحب، ومن علامة حبه لعبده أن يرزقه الفقه في دينه، ومتن الورقات كتاب قيم تضمن فصولاً من أصول الفقه، بدأ بتعريف أنواع الأحكام، ثم أبواب أصول الفقه وشرع يبين كلاً منها، وأتبع ذلك بفصل في الأخبار، ثم ترتيب الأدلة، وشروط المفتي وشروط المستفتي وختم كتابه بفصل في الاجتهاد
