في كتابه هذا، يتناول الدكتور سيمون الحايك تاريخ الشرق الأوسط على عهد الإمبراطورية العثمانية في القرن التاسع عشر؛ وذلك عبر ترجمة المحفوظات الإسبانية إلى اللغة العربية من مصادر متعددة أبرزها وزارة الخارجية الإسبانية إلى اللغة العربية من مصادر متعددة أبزرها وزارة الخارجية الإسبانية والمجلس الأعلى للأبحاث العلمية بمدريد وغيرها.
اما عن قصة هذه المحفوظات فيشير المؤلف في مقدمة كتابه إليها بالقول: "من المعلوم أن إسبانيا كانت على علاقات طيبة بالدولة العثمانيّة (الباب العالي) على غرار بقية البلدان الأوروبية في ذلك العصر، فكان لها قناصل في بيروت والإسكندرية والقاهرة وصور وصيدا وعكا والقدس وغزه ودمشق وحلب وعواصم أخرى عربيّة، وكان لها سفير في الأستانة، والقناصل هذه ترسل إليه التقارير، كلّ قنصل عن منطقته التابعة له وهو بدوره يرسلها إلى الخارجية الإسبانية بمدريد، وأكثرها باللغة الإسبانية وفيها تقارير باللغات الأوروبيّة مثل الفرنسية والإيطاليّة...".
وبناءً على ما تقدم يضم الكتاب تقارير القناصل الإسبانيّة في البلدان العربية الآنفة الذكر إلى الخارجية الإسبانية بمدريد في القرن التاسع عشر وتقدم هذه المخطوطات صورة عن الوضع السياسي الرازح تحت نير الإستعمار الفرنسي والبريطاني وصراعه مع الإمبراطورية العثمانية، كما تبرز دور الروس في المنطقة العربية وأخبار الجيوش والمفاوضات بين القادة الأوروبيين والأتراك للإستيلاء على خيرات البلاد والعباد.
