الفساد آفة مجتمعية لازمت المجتمعات البشرية منذ فجر التاريخ، حيث هو مرتبط برغبات الإنسان وشهواته الآنية الأنانية، وتطلعاته لإشباعها بغير وازع إستجابة للذة والشهوة، وفق ما تدعوا إليه الأهواء، وتتشوف إليه النفوس من المكاسب المادية، والحصول على الجاه والسلطان، وما تدعوا إليه الغرائز والشهوات.
ومن هنا، فإن ظاهرة الفساد تتفاقم في الأنظمة الطاغوتية، ومع ضعف الوازع الديني، وتنامي الشهوات وإغواءاتها، ويتضاءل الفساد، وتقل صوره وأشكاله، وتخف مخاطره وأضراره، وتضمحل دواعيه، في المجتمعات القائمة على الإيمان، والمنظمة بشرع الله تعالى ومنهاجه، وعليه فإن ظاهرة الفساد لا تقتصر على أمة أو شعب أو جنس أو موطن دون غيره، ولا يفرزها عصر أو نمط حياتي في طور من أطوار الحياة البشرية، وإنما هي متجذرة في كل المجتمعات البشرية في كل زمان ومكان تسود فيه الأهواء، وتطغى فيه الشهوات ويستبد فيه الطواغيت بالناس، ويتنفذ فيه السفهاء الذين يصدون عن سبيل الله تعالى، ويبغونها عوجاً، وهذا ما تؤكده التدخلات الأجنبية في دول العالم من جراء هذه الآفة، وما تلحقه من مخاطر أضرار على الدول عامة والدولة النامية بشكل خاص.
