يسلط هذا الكتاب الضوء على ظاهرة المخدرات في مجلس التعاون لدول الخليج العربي وبالتحديد دولة قطر، وهو جهد بحثي ساهم في إنجازه "عبد الله جمعة الكبيسي"/ أستاذ أصول التربية والمدير الأسبق لجامعة قطر وما قام به من دور هام في هذا الشأن، وكان ذلك من خلال تكليفه بالقيام برئاسة اللجنة المكلفة بصياغة "الإستراتيجية الوطنية لمكافحة المخدرات لدولة قطر 2010م- 2015م)، ورئاسته اللجنة العلمية الإستشارية لمعاونة اللجنة الدائمة لشؤون المخدرات والمسكرات في أداء تنفيذ خطط وبرامج الإستراتيجية وكل ما يختص بالأعمال التي تحال إليها والمتعلقة بمجالات التربية الوقائية من خطر المخدرات.
وبالإستناد إلى ما تقدم تقسم هذه الدراسة إلى خمسة فصول هي بمثابة عرض وتحليل جهود التربية الوقائية من خطر تعاطي المخدرات وحجم التحديات الميدانية التي تواجهها وفي هذا الإطار عرض الفصل الأول لأهم الدراسات التي تناولت مشكلة المخدرات من جوانبها المختلفة، حيت أن هذه الدراسات ساعدت على إثارة بدايات الوعي بخطورة ظاهرة المخدرات في المجتمع القطري، بينما رصد الفصل الثاني الدور الذي تقوم به اللجنة الدائمة لشؤون المخدرات والمسكرات في مجال التوعية لخطورة هذه المشكلة، أما الفصل الثالث فإنه يعرض حجم إنتشار ظاهرة المخدرات في مجلس التعاون لدول الخليج العربية. وتناول الفصل الرابع بالتحليل أهم التحديات التي تسهم في إعاقة جهود المكافحة وبرامج التربية الوقائية، ويأتي الفصل الخامس والأخير دعوة لمزيد من العمل وبذل الجهد للإرتقاء بدور التربية الوقائية.
