يقول الماوردي "إن أول واجبات الخليفة تثبيت الدين طبقا لمبادئه المستقرة التي أجمع عليها السلف الصالح". من هذا المنطلق تحاول هذه الدراسة في الفكر السياسي الإسلامي أن تتفحص مشكلتين إثنتين: الأولى متعلقة بكل مناحي الفكر الإسلامي - والأصح بكل مناحي الفكر لأي مجتمع وارث رسالة موحاة- وهي علاقة العقل بالوحي، والثانية، وتعتبر مشكلة رئيسة في الفكر السياسي تحديدا، هي العلاقة بين السياسة والوحي.
يعتبر حنا ميخائيل أن اختيار الماوردي بالتحديد لم يكن عائدا إلى جهده في التوفيق بين العقل والوحي - وهو الجهد الذي قوبل بتقدير عظيم من قبل إخوانه المسلمين - بقدر ما كان عائدا إلى محاولته الكلاسيكية في تحديد العلاقة بين السياسة والوحي...
وبما أن الماوردي أول مسلم يتعهد القيام بمسح إستنباطي لعناصر الشريعة المتعلقة بالحكم، فإن حنا ميخائيل في بحثه هذا (السياسة والوحي) ينطلق "من رفض الحتمية الفظة التي ترى في الأفكار إما قوة تاريخية حاسمة، أو مجرد بناء فوق للحقائق الإجتماعية - الإقتصادية" وبدلاً من ذلك ينظر إلى العملية السياسية على أنها تفاعل مركب متواصل بين المثل السياسية والحقائق. يركز الكتاب على (مذهب السنة) كونه تاريخيا، أوسع المذاهب الإسلامية إنتشارا من دون إغفال علاقته بالمذاهب الأخرى.
وهكذا يوضح المؤلف موقف الماوردي من التيارات الفكرية السائدة قبل الماوردي وبعده، وخصوصا إذا ما علمنا أن إستنباط الماوردي أحكام الفقه السياسي جعله يحتل منكانة مرموقة في التاريخ الإسلامي ومن هنا تأتي أهمية الكتاب ...
