وإن التعليم المستمر يشمل كل أنماط التعليم النظامي وغير النظامي، كما يسعي إليه تحقيق التكامل في كل مراحل الحياة وأنه يتميز أيضاً بالمرونة والديمقراطية والتنوع كما يسمح بإستخدام الأشكال البديلة لتحصيل العلم.
وحيث هذا النظام أنه نظام تعليمي لا يحتوي على المدارس والكليات والجامعات فقط وإنما على رياض الأطفال والمكتبات العامة ونظم المراسلة ووسائط الإتصال بالجماهير والنشاطات المختلفة ذات الصلة بعالم العمل وبهذا يدل على أن هذا النوع من التعليم يتناول التعليم المفتوح والتعليم عن بعد والتعليم بالمراسلة والتعليم المبرمج.
