يبحث هذا الكتاب في المعضلات الدستورية والسياسية التي تعاني منها المؤسسات الدستورية والنظام السياسي اللبناني، كما يسلط الضوء على السلطتين التشريعية والتنفيذية من خلال دراسة المؤسسات الدستورية اللبنانية بين النص الممارسة في ضوء اتفاق الطائف. وذلك بغاية رصد التحول الذي أحدثته التعديلات الدستورية في واقع النظام الدستوري اللبناني.
يتألف الكتاب من جزءين الأول يبحث نشأة النظام السياسي اللبناني وتطوره (الجمهورية الأولى) حيث يتناول السياق التاريخي لنشوء النظام السياسي اللبناني ابتداءً من عهد المتصرفية وحتى إقرار اتفاق الطائف مروراً بالمحطات الأساسية التي ساهمت في قيام الجمهورية الأولى. ويركز الجزء الثاني على التعديلات الدستورية لعام 1990 والتي تمت نتيجة اتفاق الطائف ودور هذه التعديلات في إعادة التوازن بين السلطات من خلال الإصلاحات التي طاولت السلطة التشريعية.
