لقد تركت بريطانيا بذور أزمة دائمة التفجر بين كل دول منطقة الخليج العربي، من خلال الأسلوب الاعتباطي الذي مارسته في عملية الترسيم، وتشجيع اعتماد بدأ القوة كعنصر مهم في عملية تغيير الحدود، الأمر الذي ترك في المنطقة هاجسين متباينين: خوف الابتلاع، والرغبة في التوسع، الأمر الذي ألقى بتداعياته المعقدة على مسار المعضلة الحدودية، فأنتجت أزمتي الخليج وما بينهما من أزمات أصغر حجماً، وأخرى كامنة جاهزة للتفجر. وأميركا اليوم تقطف ثمار هذه المعضلة في ظل هيمنتها الكاملة على الخليج منذ الانسحاب البريطاني عام 1971، لتكون العصب الحيوي للسياسة الأميركية في المنطقة الخليجية في إطار ما يطلق عليه اليوم "النظام العالمي الجديد" الذي تريد أميركا الانفراد به كلاعب وحيد دون منافس. لهذا الغرض كانت ضرورة دراسة قضايا الحدود الذي تناولها هذا الكتاب، والتي تعني دراسة قضايا الحدود في إطارها الاستراتيجي، وفي أبعادها السياسية والاجتماعية والاقتصادية، وفي بيئتها المحلية (الخليج بوصفه وحدة إقليمية) وضمن موروثها التاريخي ومفاعيلها الراهنة.
