ورد فضل الشام قد في القرآن الكريم والسنة المطهرة، وعلى لسان كثير من الصحابة والتابعين، والعلماء والأولياء والزاهدين، وجاءت في الأحاديث النبوية الصحيحة إرشادات صريحة، تحض على سكنى الشام، وعلى الانتقال إليها، فسكنها كثير من الصحابة رضي الله تعالى عنهم وكثير ممن جاء بعدهم من أهل الفضل والدين. قال أحمد بن أبي الحواري: سمعت الوليد بن مسلم يقول: "دخلت الشام عشرة آلاف عين رأت رسول الله صلى الله عليه وسلم".
وقد جمع الإمام البقاعي طائفة من الأحاديث الواردة في هذا المعنى، وأودعها في هذا الجزء الإعلام بسن الهجرة إلى الشام محتجاً بها على انتقاله هو إلى الشام، لما ضاق به الأمر في مصر، فقال في مقدمته: "فهذا كتاب كتبته لما أردت النقلة من مصر، لأمور أنكرتها، وفتن أبصرتها".
وقد قام "محمد الحسيني" بخدمة هذا الجزء، وقدم بين يديه فصولاً في معنى الهجرة وحكمها، وفضائل الشام، والكتب المصنفة في ذلك، والتعريف بالمؤلف، وبالنسخة الخطية لهذا الجزء.
الله جل جلاله يختص بتفضيل ما شاء من البقاع على غيرها، جمع العالم الكبير الإمام البقاعي في كتابه هذا ما جاء في فضل الشام والحض على سكناها والإنتقال إليها ما تيسر له جمعه من كتاب الله عز وجل وأحاديث نبيه وأقوال الصحابة والتابعين، وكان الباعث على هذه الكتابة هو انتقاله من مصر إلى الشام لأمور أنكرها وفتن أبصرها.
