خلق الله تعالى الإنسان من مادة وروح، وأودع فيه نوعين متناقضين من القوى، أحدهما يحثه على فعل الخير، والآخر تحثه على الشر وهذا الشيء انعكس بالنتيجة على سلوكه، فهنالك سلوك يتفق مع الخير والأخلاق والقانون والنظام، وآخر يخرج عن القانون فيكون النازع الإجرامي غالب على سلوكه.
وغالباً ما يمر كلا النوعين بمرحلتين: مرحلة داخلية نفسية لا تخرج إلى حيز الوجود، وأخرى خارجية وذات طبيعة مادية ملموسة. وكثيراً ما تسبق المرحلة النفسية المرحلة المادية، فلا يقوم الإنسان بتنفيذ عمل، إلا بعد التصميم على القيام به.
وتسبق كلا المرحلتين مرحلة تمهيدية، فلا يصمم الإنسان على عمل شيء إلا بعد التفكير به مليا، ولا يقوم بتنفيذه، إلا بعد التمهيد لهذا التنفيذ والوصول إلى مبتغاه( ). فالسلوك بشكل عام هو مجموعة الأفعال الداخلية (الذهنية) والخارجية (المادية)، والتي بواسطتها يحقق الإنسان ما يريد إن خيراً فخير، وإن شراً فشر.
فإذا ما أراد شخص إنشاء مشروع معين، لا بد أن يفكر في الموضوع مليا، موازناً بين حسناته وسيئاته، فإذا ما رجحت الحسنات ينتقل إلى مرحلة أخرى أكثر أهمية، ألا وهي مرحلة التصميم والعزم على تنفيذ العمل. ومتى بدأ بالتهيئة للتنفيذ، فيكون قد انتقل من المرحلة النفسية إلى المرحلة التمهيدية لمرحلة التنفيذ، وهي إعداد وتحضير الوسائل الضرورية.
وما أن يفرغ من التمهيد للمرحلة المادية حتى ينتقل إلى تنفيذ العمل والوصول إلى النتيجة التي أرادها الفاعل، ألا وهي إقامة هذا المشروع على أرض الواقع. ما قيل بالنسبة للسلوك النافع يقال أيضا في السلوك الضار، وما يهدف إليه من نتيجة ضارة أو إجرامية حيث يمر الفاعل بنفس المراحل السابقة.
