هذا بحث شرعي في يوم "النيروز" أي اليوم الجديد، سواء كان المقصود به رأسَ السنة الجديدة، أو أعياداً يحتفل بها أقوام لأسباب تاريخية، أو قومية، أو عَقَدية.
وقد استهلَّه المؤلف بتمهيد ضمَّنه سبب إقدامه على هذا التأليف، والغاية منه، ثم مقدمة علمية ذكر فيها معنى "النيروز" ووقته، وأنواعه، وأردفها بتحقيقات عرضية عمّا سبق، للبيان والتوثيق.
بدأ فصلاً جديداً ذكر فيه العيدين الحقيقيين للمسلمين، ثم بيَّن حكم الإحتفال بيوم النيروز، أو تعظيمه بأي وجه من الوجوه، ثم خرَّج الأحاديث كلَّها تخريجاً دقيقاً، ونبَّه إلى ما يلزم عمله إزاء الأحاديث الموضوعة.
وأخيراً ذيَّل رسالته بمجموعة من البدع والأخطاء التي يرتكبها المسلمون، علماءَ وعامةً، وكانت منتشرة في أواخر العصر العثماني، في منطقة بخارى وما حولها، ثم أثناء سيطرة الروس عليها، والإكتساح الشيوعي لبلاد ما وراء النهر، مما يُعرف الآن بالجمهوريات الإسلامية، بعد إنحلال ما كان يسمى بالإتحاد السوفيتي... ومنها ما كان منتشراً في بلاد المسلمين عامة، وبعضها ما زال!...
