خاض هذا المصنف في مسائل متنوعة، تراوحت بين قضايا طبية تخص الوباء والاحتراز منه، وأخرى فقهية تتعلق بحكم الطاعون، كما تعرضت إلى مسائل أخرى حول الحبس والوصايا والنفقة والأكرية والمغارم ورسوم العدول وأسرى الحرب وبناء المساجد وتجويد القرآن. وبالتالي فقد شملت هذه القضايا بعض الجوانب الاقتصادية والاجتماعية والثقافية.
ومن الجلي أنها تعبر عن واقع مستجد بالأندلس في نهاية القرن التاسع هـ/XVم، تميز بحراك اجتماعي هام، ناجم عن اختلال موازين القوى بين غرناطة وقشتالة، خصوصاً بعد توحدها مع مملكة الأراقون، وما أنجز عن ذلك من ازدياد الضغط عليها، وتفاقم ظاهرة الهجرة الأندلسي نحو بقية البلدان.
وقد جاءت هذه النوازل ترجمة لتبعات الأزمة الأندلسية على المستويين الاجتماعي والاقتصادي، وإن كانت لا تولي عناية بالجانبين السياسي والعسكري إلا من خلال ذكرها لأسرى الحرب.
غير أن أهميتها لا تكمن فحسب في كونها تعبيراً عن الحالة الأندلسية وتداعياتها، ومصدراً هاماً لتاريخها، إنما تضمنت مادة تاريخية خاصة بالأوضاع العامة بإفريقية عصر ذاك، ولك باعتبار أن الفقيه المجيب عنها هو تلمساني الأصل، لكنه تونسي النشأة والاستقرار.
وبصرف النظر عن خصوصية كل قطر، فإنها عبرت عن وجود مشاكل مشتركة بين بلدان المغرب والأندلس عموماً، تعني أساساً الوضع الصحي وما يترتب عنه من نتائج على كافة الأصعدة.
