إن رقابة الأداء التي تناولها هذا المؤلف، وإن كانت تمثل حصيلة تجربة تحت ممارستها في الأجهزة العليا للرقابة الحالية، إلا أن معظم ما ورد فيه من ملامح رقابة الأداء يعتبر مما ينطبق على النشاط الخاص أيضاً. فالإطار العام لرقابة الأداء الذي تم تحديده في الأبواب الأربعة الأولى يعتبر مرجعاً قيماً لإثراء هذه الرقابة في النشاط الخاص خاصة وأن جل ما ورد فيه يتعلق برقابة الأداء في المؤسسات العامة ذات الطابع الاقتصادي، وهي مؤسسات تقترب من طبيعتها من منشآت النشاط الخاص، إضافة إلى أن تعدد الأهداف في هذه المؤسسات يثري ويوسع نطاق تقويم الأداء فيها وينوع من أدواته ومؤشراته ويجعله بذلك معيناً ثراً للاقتباس والتطبيق في النشاط الخاص. وقد اقتصر الباب الخامس على تصور بعض الأدوات والمؤشرات التي يمكن تطبيقها في رقابة الأداء على قطاع الإدارة العامة بما فيها من إدارات خدمية (كالصحة والتعليم) أو مؤسسات مرفقية (كمؤسسات الماء والكهرباء والنقل والاتصالات...)، وعرض الباب السادس لأهم الأدوات والمؤشرات التي يمكن تطبيقها في رقابة أداء النشاط المصرفي (مصرف مركزي أو للتنمية، أو تجاري أو إسلامي)، وتناول الباب السابع موضوعات خاصة في رقابة الأداء تدخل في نطاق الإدارة العامة كنشاط الدعم وإدارة الدين العام والتخصيص.
