إن هدف قواعد وأحكام القانون الدولي هي ضمان تمتع أفراد الجنس البشري بحياة كريمة منظمة يتمتع فيها جميع أبناء هذا الجنس بالأمن والسلام والإستقرار، وقدر من المساواة في الحقوق والحريات داخل كل دولة من الدول.
لهذا وضع الكاتب بين يدي القارئ العربي مؤلفاً يجد بين ثناياه كل ما يتعلق بالعنصرية والفصل والتمييز العنصري من وجهة نظر القانون الدولي.
