يتناول هذا الكتاب أبعاد قضية تفتيت العراق ومشروع تدمير الدولة الحديثة فيه، فيعرض بالوقائع والتحليل مختلف ظروف النشأة والتطور والانهيار التي مرت هذه الدولة بها، بين الاحتلال البريطاني في عشرينيات القرن الماضي والاحتلال البريطاني-الأمريكي في العقد الأول من هذا القرن. ويركز الكتاب على دور الأمم المتحدة في تشريع عملية تدمير العراق وتفتيته عرقياً وطائفياً؛ لينتهي إلى مناقشة الشروط والمحددات الوطنية والإقليمية والدولية لإعادة السلم المدني وبناء الدولة فيه.
