تتناول هذه السلسلة الشعر العربي تعريفاً بشعرائه، وتحقيقاً ونشراً لدواوينه، ومناقشة لقضاياه انطلاقاً من أن الشعر جزء من الكيان اللغوي للأمة؛ والكيان اللغوي للأمة هو كيانها الفكري وميراثها الجليل.
وهي تعنى بالتراث تقرؤه بعيون حية، وتفكر فيه بعقول ذكية، فتحييه في صدور الأجيال، وتتيح لها الامتياح من ينابيعه واستلهام كنوزه. كما تعنى بالجديد تستكشف آفاقه وتجلو غوامضه وتؤثل بنيانه وتقيم دعائمه، في لغة مجنحة بأجنحة الصدق العلمي والولاء، لا بأجنحة الميول والأهواء لتشكل موسوعة في مجالاتها يجد فيها القارئ العام من الثقافة ما يلذه ويمتعه، ويجد فيها المتخصص العمل المرجعي الذي ينشده.
يتكلم هذا الكتاب عن عبيد الله بن قيس الرقيات من شعراء العصر الأموي الذين شاركوا في الأحداث السياسية، وتأثروا بالتطورات الحضارية. ويعدّ شعره - لذلك - وثيقة سياسية واجتماعية وفنية لأحداث بيئية، وما حققه الشعر على أيامه من تطور.
وقد أعمل المؤلف في تحقيق الشعر ودراسته منهجاً خاصاً يوثق من الصلة بين الشعر والشاعر من ناحية، وبين الشعر والشاعر والبيئة من ناحية أخرى.
وقد كان لقراءة شعره قراءة سياسية واجتماعية أثرها في رصد دوره في نقل الغزل من مجال التعبير الذاتي الضيق، إلى مجال التعبير الجماعي العام، وهو ما جعل منه رمزاً إلى هموم المجتمع الإسلامي في هذه المرحلة من تاريخه.
