تتناول المقالات التي يحويها بين دفتيه هذا المؤلف موضوعاً أساسياً في العمل الإنمائي، وهو البحث العلمين وليس غريباً أن تتم معالجة موضوع الأمن في إطار الجهود التي تبذل للتنمية الاجتماعية والاقتصادية، فلقد استقر هذا المفهوم واعتمد كواحد من الموضوعات الرئيسية في الجهد الدولي لمكافحة الجريمة خاصة، ذلك الذي تشرف عليه الأمانة العامة للأمم المتحدة، وقبل ذلك عرفت المنطقة العربية الأسلوب التطبيقي العلمي وأن الأمن شرط ضروري وسابق على التنمية، كما عرفت أهمية التنمية المتوازنة بين النواحي الاجتماعية والاقتصادية من استتباب الأمن والاستقرار، وبالتالي ضرورة المحافظة على التوازن ما بين متطلبات الجوانب المادية من جهة والمعنوية من جهة أخرى في الحياة العامة.
واعتمد من حين لآخر رسم السياسة الجنائية على نتائج البحث العلمي أو التحلي الإحصائي، واليوم تبدو أهمية البحث العلمي في رسم وترشيد وتوجيه السياسة الاجتماعية والجنائية أمراً واضحاً لا غبار عليه وتستند برامج عمل المركز العربي للدراسات الأمنية والتدريب عاماً بعد عام على هذه القاعدة، ومجموعة هذه المقالات التي كتبها تفر من المختصين تؤكد بالأسلوب العلمي والتطبيقي على قيمة البحث العلمي في الميدان الأمني.
