مقدمة عن الكتاب الجريمة... ظاهرة صاحبت الإنسانية في وجودها لأول، ولما كانت كذلك فهي لن تفارق الوجود البشري ما بقي الإنسان على أرض المعمورة.وعلى الرغم من كل ما بذل ويبذل في سبيل القضاء على هذه الظاهرة، إلا أنها بقيت –وستبقى-ظاهرة شاخصة في حياة المجتمعات كافة. ما يختلف بين مجتمع وآخر هو بعض أنماطها ووسائل مكافحتها ومعالجتها.كما أن الأنماط الجرمية ووسائل المكافحة والمعالجة قد تختلف بتغير الأزمنة والأمكنة، ويعني ذلك أن الأنماط الجرمية ووسائل المكافحة والمعالجة تتغير زمانياً ومكانياً. فقد ينجح مجتمع معين في زمن معين في علاج هذه الظاهرة إلى حد ما،لكنه لم يفلح قطعاً في القضاء عليها تماماً.لذلك ازدادت الحاجة إلى دراسة هذه الظاهرة. ومع تطور البشرية في علومها الإنسانية والتقنية، تطورت الدراسات ذات الصلة بظاهرة الجريمة حتى برزت علوم متخصصة كعلم الإجرام وعلم العقاب وعلم السياسة الاجتماعية وعلم السياسة الجنائية.وما يهمنا في هذا المؤلف هو العلم الأخير من بين هذه العلوم.
