حيث تناول المؤلف الإدارة الإسلامية، مفهومها وطبيعتها وواجباتها، وأسسها ومصادرها، كما تتبع تطور الفكر الإداري منذ صدر الإسلام وحتى العصر الحديث، وذلك لإبراز الفكر الإداري الإسلامي كفكر متميز، يتسم بالشمولية والتكامل، وله ذاتيته العلمية، ومصادره الحية من القرآن الكريم والسنّة النبوية، وله روّاده وعلماؤه الذين كان لهم فضل السبق في ترسيخ الأصول العلمية للإدارة على أسس عقدية وأخلاقية.
