كتب "بولس نجيم" هذا المؤلف بالفرنسية سنة (1908) عندما كان لبنان مازال خاضعاً للسلطنة العثمانية رغم تمتعه باستقلال ذاتي في إطار نظام المتصرفية. قيمة هذا المؤلف كبير الأهميّة فهو يؤرج للبنان في الحقبة الممتدة بين أواخر القرن التاسع عشر ومطلع لقرن العشرين على يد مؤرخ وحقوقي عايش هذه الحقبة معايشة حميمة وتفهم همومها وأبعادها أن على صعيد التركيب الديموغرافي للبنان، أو على صعيد علاقاته بمحيطه، وربط وجوده وتقدمه بارتباطهما الوثيق بهذا المحيط داعياً إلى إقامة لبنان الحر القوي ليقوى على قيادة هذا المحيط، ومن أجل ذلك دعا "بولس نجيم" إلى توسيع جبل لبنان لتضم إليه أماكن خصبة كالبقاع، وطالب أن يضم إلى جبل لبنان المستقل البقاع... ليس الكتاب سرداً لأحداث بقدر ما هو تحليل له أهدافه لهذه الأحداث، أما الهدف من تدوين كتاب "قضية لبنان" فهو لفت أنظار الغرب إلى ما كان يعانيه هذا البلد الصغير برقعته، العظيم بتاريخ وأعلامه، من بؤس وحرمان وتعسف.
