تعد عملية تقييم البيئة الاستراتيجية للدولة من المراحل الأساسية في التخطيط الاستراتيجي للأمن القومي، لأنها تحدد خارطة المخاطر والفرص التي تحيق بالأهداف القومية للدولة.
وتأتي هذه الدراسة "مبادئ تقييم البيئة الاستراتيجية للدولة" لتحاول وضع منهجية مناسبة لدول مجلس التعاون الخليجي، في عملية تقييم بيئتها الاستراتيجية وفق الظروف الدولية السائدة مطلع عام 2016، وربما ستكون أشبه بـ "مرجع عملي" يستفيد منه صناع القرار في هذه المنطقة الحيوية، للاعتماد عليه في صنع الخيارات والسياسات.
تهدف هذه الدراسة وفقاً للمؤلف/الدكتور فوزي حسن الزبيدي: إلى بناء نموذج نظري لعملية تقييم البيئة الاستراتيجية للدولة، بما يتناسب وظروف دول مجلس التعاون الخليجي في العام 2016. كما تهدف الدراسة إلى فحص الثقافة الاستراتيجية الأمريكية الخاصة بجزئية (تقييم البيئة الاستراتيجية) لغرض استخلاص المبادئ المشتركة بين خمس دراسات متخصصة في هذا المجال. وتقدم الدراسة تحليلاً لثلاثة نماذج نظرية عالمية، في عملية تقييم البيئة الاستراتيجية للدولة، وهي: النموذجان (الروسي والبريطاني) بالإضافة إلى (النموذج الأمريكي)، لتحقيق أكبر قدر ممكن من الإثراء الفكري والمعرفي لموضوع الدراسة، بهدف بناء نموذجٍ نظري مقترح لتقييم البيئة الاستراتيجية للدولة الخليجية، يستند إلى أغلب الثوابت الفكرية العالمية المشتركة في هذا المجال.
