يلعب التمويل الدولي دوراً ريادياً فاعلاً وكفواً في تنمية إقتصاديات الدول النامية بشكل شامل (نمو متوازن) أو قطاعي (نمو غير متوازن)، بأنواعه المتعددة: أولاً: قروض أو مساعدات، ثانياً: الإستثمار الأجنبي بنوعيه المباشر وغير المباشر، ووفق إتجاهاته الحديثة: 1-تدفقات ثنائية: التي تكون بين دولة متقدمة جداً (دولة غنية) ودولة متخلفة (دولة فقيرة) ومن عيوبه هيمنة الدولة المانحة على الدولة المستقبلية إقتصادياً حد الإستعمار الإقتصادي أو التبعية الإقتصادية، كما هو حال الشركات الإحتكارية النفطية التي كانت تعمل في العراق قبل التأميم عام 1972، 2-تدفق رأس المال الخاص: الذي تقوم به الشركات متعددة الجنسية وعابرة القارات المشهود لها بالتقدم التكنولوجي والتقاني والمعرفي في تنفيذ المشاريع العملاقة ولكنها تكبل الدولة المستقبلة بديون لا تستطيع سدادها، 3-تدفقات رأس المال البنكي: التي تكون على شكل قروض ومساعدات من صندوق النقد الدولي والبنك الدولي، وبسبب سيطرة الولايات المتحدة الأمريكية عليها أصبحت من آليات العولمة حيث تتحكم بها وتربط القروض والمساعدات للدولة المستقبلة بعلاقتها مع الكيان الصهيوني اللقيط، وكما هو حال المساعدات الأمريكية لدول العالم، 3-تدفقات أموال الصناديق السيادية والتي تلعب ألان دوراً ريادياً لاسيما وإنها أفضل التدفقات المالية في العالم حيث أنها قروض ومساعدات غير مشروطة، والأخذ برأي المفكرين الإقتصاديين سواء كان رأي التقليديون أو رأي التجديديون في تحجيم الفجوات الإقتصادية بأنواعها المتعددة ومنها: أ-الفجوة المحلية (الإدخارية)، ب-الفجوة الخارجية (فجوة العملات الأجنبية)، ج-الفجوة الرقمية أو المعرفية أو التقنية، د-فجوة الموارد الطبيعية.
