"إن كاتب هذا البحث القيّم هو الدكتور العلامة "أحمد الريسوني"، الذي ينفلت بعقلية الفقيه، ومنهجية الأصولي، وخلفية المقاصدي، من أسر المقاربات الكلاسيكية والتناولات المكرورة، مناسباً إلى آفاق الفكر الرحبة في مطارحات تجديدية لبعض أهم القضايا التي ظلت حاضرة في كل أجندة الفكر والثقافة.
في الفصل الأول من هذا الكتاب، تناول الريسوني علاقة الأمة بالدولة من حيث موقع كل منهما ومكانتها في الخطاب الشرعي، منطلقاً طبعاً من أطروحة أن الأمة هي الأصل في تجاوز جرئ للإشكالية التقليدية المتمثلة في "أمة الدولة أم دولة الأمة"، ثم عارضاً في فصل ثانٍ لموضوع آخر متفرع عن الأول ألا وهو موضوع الديمقراطية من منظور إسلامي.
وفي الفصل الثالث، عرض الريسوني موضوع حرية التعبير في الإسلام بالحجة القاطعة على أن الحرية ومرفقاتها ليست حكراً على الفكر الغربي، ولا من القضايا المحفوظة للإبداع الأجنبي، بل هي مستقاة من الآية الكريمة "كُنتُمْ خَيْرَ أُمَّةٍ أُخْرِجَتْ للنَّاس"، كل الناس، وجعلهم أحراراً بالمعنى المطلق للحرية التي لا تحدها إلا المسؤولية في أخطر القضايا وأجلّها.
أما في الفصل الرابع، فقد تناول الدكتور "الريسوني" موضوعاً شغل أبناء الأمة في مساحات واسعة، كما إنه سما في سماء القيم السامية، إنه موضوع الفنون وتكيفها مع الإسلام بكل أصنافها وألوانها، بإعتبارها وسيلة إلى نهضة الفكر والإبداع والتجديد".
