مؤلف هذا الكتاب هو الشيخ "أبو عبد الله محمد بن عبد الباقي بن يوسف بن أحمد بن علوان الزرقاني المالكي"، ولد في القاهرة سنة 1055هـ، واخذ عن والده، والنور علي الشبراملسي، والشيخ محمد البابلي، والفتح البيلوني الحلبي، والأجهوري، والشيخ محمد بن خليل العجلوني الدمشقي، والجمال عبد الله الشبراوي وغيرهم.
ترك مؤلفات عديدة منها: "شرح المنظومة البيقونية" وهو هذا الكتاب الذي بين أيدينا، وقد تضمن شرع لمنظومة البيقوني في مصطلح الحديث لتعم به الفائدة و"علم الحديث" هو علم بقوانين أي قواعدَ يُعرف بها أحوالُ السند والمتن من صحة وحُسن وضعف وعلو ونزول، وكيفيةُ التَّحمٌّل والأداء، وصفاتُ الرجال، وغير ذلك.
