جاءت الرواية بلا مؤلف محدد، ويقول غلافها إنها "رواية تسجيلية بامتياز تحتاجها المرحلة"، ويشير عنوان (الكاتم)، إلى المسدسات كاتمة الصوت، التي اغتالت عددا كبيرا من النشطاء السياسيين في العراق، وهي تصدر في الذكرى الأولى لاغتيال هادي المهدي، أحد أبرز النشطاء السياسيين في تلك المرحلة الذين اغتالتهم الكواتم، منذ العام 2003، وهي تطرح مئات من أهم التساؤلات التي تؤرق العراقيون منذ ذلك الحين.
ومن أبرز رواة "الكاتم" إلى جانب هادي المهدي، المراسلة الصحفية أطوار بهجت والكاتب كامل شياع ونقيب الصحفيين السابق شهاب التميمي والشعراء رعد مطشر وأحمد آدم ورحيم العقيلي وعدد ليس بقليل من النشطاء السياسيين.
يتألف الكتاب من خمسة فصول اشترك في كتابتها أكثر من كاتب وحملت أكثر من عنوان وهي: المدافعون عن البؤس، الأسيرة ساحة التحرير، الأمهات العراقيات والوزير النزيه، راعية الفيوم، وأخيرا قيامة العراق.
