ليست إشكالية العلاقة بين الدين والدولة بقضية مستحدثة في الفكر السياسي العربي، إذ خاض فيها مفكرو النهضة نقاشات وجدالات طويلة، فانقسموا بين طرح يتبنى موقف الفصل بين الدين والدولة، وطرح مضاد يتبنى موقف الوصل بينهما.
غير أن ما هو مطروح اليوم ليس النظر إلى علاقة الدين بالدولة من منظور الفصل أو الوصل، بل لا بد من منظور مختلف عن هذين المنظورين السالفين، بالبحث عن وظيفة المعتقد الديني بالنسبة إلى الفرد والمجتمع، ووظيفة المعتقد السياسي في تدبير الدولة ومكانته داخل أركان المجتمع، وبالتالي تقاطعهما كوظيفتين في المخيال الإجتماعي.
بعد أن يتتبع هذا الكتاب بإيجاز مراحل التحولات السياسية والإجتماعية والفكرية التي عرفتها أوروبا، والتي أسهمت في بروز مفهوم العلمانية والإنتقال إلى الحداثة، حيث تمّ فك النزاع بين السلطتين الدينية والسياسية، يتساءل عن ظروف نشأة مفهوم العلمانية في الفكر السياسي العربي ويناقش الكيفية التي عولجت فيها إشكالية العلاقة بين الدين والدولة في الكتابة السياسية العربية المعاصرة، وخصوصاً أمام مستجدات الواقع العربي في ظل ما اصطلح عليه "الربيع العربي".
