لا يمكن لأي دولة أن ترقي إلى مصاف الدول المتقدمة إدارياً ما لم يكن المسؤولون فيا قد وضعوا نصب أعينهم موضوع تنظيم الوظيفة العامة. مما يساهم في تسريع عمليات التنمية الاجتماعية والاقتصادية. أما الجهة المخولة بتنظيم الوظيفة العامة ووضع التشريعات القانونية التي تنظم حياة الموظفين العموميين فهي تختلف من مكان إلى آخر. وقد جعل المشرع الدستوري أردنى هذا الأمر من اختصاص الحكومة.
كما اعتبر المشرع الدستوري الأردني أن البرلمان هو صاحب الاختصاص الأصيل في التشريع في الدولة. أما أحكام نظام الخدمة المدنية فهي تسري على موظفي الدوائر المدرجة وظائفهم ورواتبهم في جدول تشكيلات الوظائف الصادر بمقتضى قانون الموازنة العامة أو موازنة أي من الدوائر الأخرى.
والكتاب الذي بين أيدينا يقع في ستة أبواب: الباب الأول: التعيين في الوظيفة العامة، ويشتمل هذا الباب على تعريف لماهية الموظف العام. والتكييف القانوني لعلاقة الموظف بالدولة وماهية التعيين في الوظيفة العامة والرقابة القضائية على التعيين في الوظيفة العامة. أما الباب الثاني فيدور حول حقوق الموظف العام كالحقوق المالية والحقوق الوظيفية في حين تناول الباب الثالث الأوضاع الوظيفية كالنقل والانتداب والإنابة.
وبحث الباب الرابع في تقييم أداء الموظفين العموميين وقد عقد المؤلف مقارنة بين تقييم أداء الموظفين العموميين في كل من فرنسا والأردن. ثم تناول في الباب الخامس تأديب الموظفين العموميين مبيناً معنى الجريمة التأديبية، ولعقوبة التأديبية والسلطة التأديبية. أما الباب السادس فتحدث فيه عن انتهاء الخدمة الوظيفية والاستقالة وإلغاء الوظيفة والتسريح وفقد شرط من شروط اشغال الوظيفة والاستغناء عن الخدمة والعزل والإحالة إلى التقاعد.
