من هنا كانت الغاية من هذا الكتاب، الذي أراد المؤلف منه أن يضع بتصرف من يعملون في صناعة القانون، من قضاة ومحامين، بعض الحلول العملية التي تظهر أبعاد تطبيق القاعدة الجزائية على الوقائع الحية التي تناولتها بعض الدعاوى الهامة، التي نظرت فيها الهيئة الاتهامية في جبل لبنان في السنوات التي توليت مهامها، من العام 1992 حتى العام 1995، متوخياً بذلك المساهمة، ولو بصورة متواضعة، بتفسير بعض النواحي الغامضة من نصوص قانون أصول المحاكمات الجزائية، وقانون العقوبات عبر تطبيقها العملي لذا كان الحرص على ألا يقتصر هذا المؤلف على القاعدة القانونية فقط، بل أيضاً على الوقائع التي كانت أساساً لتطبيقها، الأمر الذي يفسر المنهجية المعتمدة، وهي تقوم على فهرسة الحلول القانونية ضمن فهرس بالمواضيع المبحوثة، حتى إذا ما أردك الباحث المسألة البت يسعى إليها، رجع إلى القرار المنشور في مكان آخر وهو يبين التفاصيل الواقعية والقانونية للحل المقرر.
