يهدف هذا الكتاب إلى جمع وتوثيق التفاعلات الثقافية والمواد الخبرية التي شكلت إنطباعات وتحليلات عن الدور الذي قام به الدكتور "عبد العزيز السبيل" أثناء توليه منصب وكيل وزارة الثقافية والإعلام للشؤون الثقافية في الفترة من 2005م إلى 2009م، وهو منصب يُفعل لأول مرة منذ تسمية الثقافة وزارة بصحبة الإعلام، لقد صاحب هذا التفعيل الإداري تطلعات ثقافة كبيرة، وما زاد من هذه التطلعات هو تولي الدكتور "عبد العزيز السبيل" مهام هذه الوكالة.
والدكتور "عبد العزيز السبيل" هو أحد المشتغلين بالثقافة العارف برموزها ومبدعيها ومبدعاتها، العارف بمؤسساتها وعطاءتها، المطلع على مشكلاتها وأزماتها، من هنا نشأ استبشار غير مسبوق بتوليه لهذا المنصب، لقد كان "السبيل" أمام إستحقاقات كثيرة، منها ما يتوجب أن ينطلق من نقطة البدء، بحيث يؤسس مؤسسات جديدة، ومنها أن يستثمر ما هو قائم، ومنها إنشاء وحدات يؤسس مؤسسات جديدة، ومنها أن يستثمر ما هو قائم، ومنها إنشاء وحدات مساندة أخرى مثل تشكيل جمعيات مستقلة تعمل بالتفعيل الذاتي من قبل المبدعين أنفسهم، مثل جمعيات المسرحيين، والتشكيليين، والفوتوغرافيين.
لقد اختار "السبيل" مرحلياً إستثمار ما هو قائم، فعمد إلى إعادة تشكيل مجالس إدارة الأندية الأدبية، ورفع عدد الأعضاء من سبعة إلى عشرة، وأدخل المرأة في صلب العمل الثقافي من خلال لجان نسائية مساندة لمجالس الأندية، وهي لجان في الغالب إستشارية لا تملك القرار الإداري، حيث تفاوت عملها بطبيعة علاقتها بمجالسها.
وقد رتبت مادة الكتاب وفقاً لعوامل فنية بحتة هدفها إحداث توازن بين طبيعة المقالات والمتابعات من حيث صلتها بموضوع القراءة الثقافية للمرحلة.
