لماذا تنتهج الدول العلمانية سياسات مختلفة تجاه الدين؟ هذا السؤال هو محور أطروحة الدكتوراه التي أعدها الباحث التركي د.أحمد كورو، بعنوان: العلمانية وسياسات الدولة تجاه الدين، والتي درس فيها بداية تشكّل العلمانية في ثلاث دول هي: "أمريكا، وفرنسا، وتركيا"، وهوية النظام العلماني القائم ومستوى علاقته بالدين وطبيعة العلاقة الجدلية بين شكل النظام القديم في هذه الدول، ومدى إرتباط المؤسسة الدينية بالمؤسسة السياسية فيها، وإنعكاس ذلك على طبيعة وجذريّة التحوّل العلماني في ما بعد.
وعلى نحوٍ مفصّل، يعرض هذا الكتاب الأسباب التي جعلت سياسات الدولة الأمريكية تتقبّل الدين، في الوقت الذي تمنع فيه السياسات الفرنسيّة والتركيّة ظهور الدين على المستوى العام، ويتّضح ذلك من خلال فرض الحظر على إرتداء الحجاب فيهما، وعدد آخر من المظاهر.
كما لا يغفل الكتاب عن تناول نوعين من العلمانية، العلمانية السلبية والعلمانية الحازمة، في الأولى تؤدي الدولة دوراً سلبياً من خلال السماح بالرؤية العامة للدين، وهذه هي أيديولوجية الولايات المتحدة، أما في الثانية، فدور الدولة هو نزع الدين من المحيط العام، وهذه أيديولوجية فرنسا وتركيا، كما يستعرض الباحث عدداً كبيراً من الإحصاءات والدراسات التي تتحدث عن مستوى العلمانية في أكثر من 173 دولة في العالم، ومعدّلات التنمية في الدول التي تعترف بدين رسمي مقارنةً بالدول التي لا تعترف بدين رسمي، فيخرج بنتائج غير متوقعة.
