إن تزايد النفقات العامة هي ظاهرة عامة في الدول جميعاً سواءً كانت متقدمة أم نامية، فإذا توقفت أو تراجعت هذه الزيادة لسبب أو لآخر فإنها لا تلبث أن ترتفع مرة أخرى بمجرد زوال ذلك السبب ، وقد تلاحقت سرعة هذه الزيادة منذ الحرب العالمية الأولى مما يترتب عليها آثاراً ليس فقط فيما يتصل بعلم المالية بل للمجتمع كله.
لقد ولد التوسع المالي لدعم النمو الإقتصادي والتنمية، وعززهما بصورة متباينة في بلدان العالم كافة، فضلاً عن أنه أدى إلى إيجاد أعباء إضافية على الإقتصادات وأوجد دعاوى مناهضة لهذا التوسع.
