تمثل الديمقراطية في جوهرها منهجاً وشكلاً لنظام الحكم توصلت إليه البشرية عبر سلسلة من التجارب والنضال المرير والطويل الذي خاضته ضد قوى التسلط والهيمنة والإستبداد المختلفة في أوروبا خاصة، التي ولدت فيها فكرة الديمقراطية وتطورت، ومن ثم لتنطلق منها وتعم في أرجاء عديدة من المعمورة.
وقد شهدت حقبة القرن الميلادي العشرين، ظهور تجارب وممارسات وأنماط ديمقراطية عديدة جاءت نتيجة سعي بعض القوى والتيارات والإيديولوجيات السياسية والفكرية نحو إيجاد وتطوير مفاهيمها الخاصة بالديمقراطية، إلا أن معظم هذه الأنماط قد توارت وانحسرت تطبيقاتها إلى حد كبير بفعل قوة وإنتشار الديمقراطية بأنموذجها الغربي الليبرالي التي استطاعت أن تهيمن على معظم أرجاء العالم المعاصر ليس لكونها تقترب أكثر من غيرها من الأنماط الديمقراطية التي سادت في بعض بقاع العالم من التعبير عن المعنى الحقيقي للديمقراطية فحسب، بل أيضاً بفعل هيمنة القوى الراعية لها ولا سيما الولايات المتحدة الأمريكية وإنفرادها بالشأن العالمي على أثر إنهيار الكتلة الشرقية وتفكك الإتحاد السوفيتي السابق.
وقد أضحت الديمقراطية اليوم مطمحاً للشعوب المقهورة والحالمة بنظام حكم رشيد وصالح ينبع من الإرادة الشعبية ويعمل على تمثيلها ويصون حقوق أفراد المجتمع ويحفظ كرامتهم.
