يتضمن هذا الكتاب مقاربة سوسيولوجية للحروب الأهلية بصفة عامة مع التركيز على تلك التي تطال الشرق الأوسط والعالم العربي بشكل خاص. فمعرفة جذورها ومساراتها ستساعد القارئ على فهم الحروب التي تشتعل الجزائر مثلاً، والتي سوف تشتعل في العالمين الثالث والرابع، لا تشبه الأهلية بعضها في مساراتها السياسية، لكن آلياتها الإيديولوجية والعسكرية جدّ متقاربة، ويحاول هذا الكتاب تحليل هذه الآليات والوقوف عند ابرز تجلياتها كما هي حاصلة على أرض الواقع في تجارب ظاهرياً مختلفة وجوهرياً متصلة.
من البديهيات التي لا يجادل أحد فيها أن الحرب وجدت منذ أن وجد البشر والمجتمعات والدول، وذلك من ضمن جدلية التسالم-التنازع الدائمة الحضور والاشتغال. وثمة من يؤكد أن الحرب الأهلية لربما كانت هي أصل الحروب وأقدمها، ولربما كانت أيضاً أقسى أنواع الحروب وأكثرها شراسة ووحشية.
فمن أين تنبت الحرب الأهلية وما الباعث عليها؟ وما هي الديناميات المحركة لها؟ وفي أية تربة خصبة تنمو وتترعرع؟
هذه وغيرها من الأسئلة يحاول أم يجيب عنها الدكتور فردريك معتوق في هذا الكتاب الذي يريد التأسيس لقاعدة علمية وهي أن الصراعات الأهلية-وإن اختلفت معادلاتها وسيناريوهاتها-تقوم على قاسم مشترك يجمعها هو العنصر المدني: فكلما كانت التجربة المدنية في دولة ما عريقة ومتبلورة، كلما تجنب مجتمعها المدني المتلاحم شبح الحرب الأهلية. وبالعكس، كلما كان العنصر المدني ضعيفاً واهناً فيها بسبب تشابكه مع العامل الديني، أو الإثني، أو الاستبدادى أو القبلي... الخ، كلما ازدادت مخاطر نشوب الصراع الأهلي.
ولعل هذه القاعدة المفترضة تتجلى كأوضح ما يكون التجلي في نماذج الحرب الأهلية في لبنان وقبرص والصومال والبوسنة... وهي كلها تعنينا نحن العرب بشكل أو بآخر.
