القسم الأول: العلاقات الدولية بين الأفراد (تنازعات القوانين والمحاكم (الاختصاص) والسلطات).
القسم الثاني: الأفراد المتورطون في علاقات دولية (جنسية الأشخاص الطبيعيين، ووضع الأجانب، الجنسية، الاعتراف والوضع القانوني للأشخاص المعنويين).
