صاحب هذا الكتاب هو أبو النصر محمد بن عبد الجبار العتبي لم يعرف الكثير عن حياته ووفاته، إذ قيل أنه توفي في سنة 413 هـ، وقيل في 427هـ، أو 431هـ، وغير ذلك من الأقوال غير أن كتابه هذا ينبئ عن موهبة أدبية عالية، وقلم سيال، وقدم بهذا الكتاب صورة واضحة عن (سيرة السلطان محمود الغزنوي وتحدث عن حروبه في خراسان وما وراء النهر وعلاقاته مع القوى السياسية المحيطة وخاصة الخلافة العباسية).
كما تطرق فيه إلى سيرة الأمير سبكتكني والد محمود وكان وراء عمله هذا رغبته في إظهار عرفانه بالجميل وحفظه لحق خدمة البيت الغزنوي. وقد اكتسب هذا الكتاب شهرة واسعة في شتى الأمصار والأعصار. واهتم به الكتاب حتى ذيل عليه ابن فندق بكتاب مشارب التجارب وغوارب الغرائب أربعة مجلدات، كما شرحه كثيرون.
وفي كل الأحوال يمكن القول أن العتبي قدم في كتابه هذا مادة تاريخية شديدة الأهمية، تعد مادة أولية لكثير من المؤرخون في حديثهم عن تاريخ الغزنوي وقد عمل المحقق على نسخة شستربني وهي من بين أربع نسخ للكتاب وأقرب النسخ عهداً بعصر المؤلف وأوضحها خطاً وأكمل ما سقط منها مستعيناً ببقية النسخ، كما فسر بعض المفردات والألفاظ الغربية وشرح المصطلحات غير المعروفة وعرف بالأعلام والبلدان غير المتداولة كما زود الكتاب بفهارس لتيسير المر على القارئ والباحث.
