الثورة التكنولوجية الحديثة التي أحدثها ظهور الكمبيوتر في القرن العشرين، كان لها نتائج كثيرة في مختلف مجالات الحياة: فعلى الصعيد التربوي أدت هذه الثورة إلى إعادة صياغة وتعديل للبرامج التربوية في الجامعات والمدارس كما تستوعب هذا التطور الجديد: الكمبيوتر والمعلوماتية. وعلى الصعيد الاجتماعي-السياسية أدت هذه الثورة التكنولوجية إلى إعادة فرز للطبقات الاجتماعية فخلقت وظائفاً جديدة تعتمد على العلاقة "إنسان-آلة"، وألفت أخرى تعتمد على الجهد البشري الفيزيائي للإنسان. وعلى الصعيد العلمي أحدث الكمبيوتر قفزة نوعية في مجالات البحث العلمي أدت من جهة، إلى تطور سريع في مختلف العلوم والمجالات في علم الفضاء إلى صناعة الأسلحة إلى غزو المحيطات إلى الزراعة والصناعة، ومن جهة أخرى إلى تسريع التطور في المعلوماتية نفسها مما أدى إلى ظهور مكنات جديدة قوية وفعالة، ومناهج جديدة تغطي مختلف حاجات السوق في الإدارة والتنظيم والتحكم الخ.
هذا العلم الجديد، وهذه الأداة العجيبة "الكمبيوتر" دخلت إلى السوق العربي من بابه الواسع. ومع دخول الكمبيوتر إلى السوق العربية، دخلت معه المفردات والمصطلحات الانكليزية الغريبة عن اللغة العربية، فكان من الواجب تعريب الكمبيوتر كي يصبح ملائماً للمنهجية التربوية العربية. من هنا يأتي هذا القاموس المهتم بتعريب المصطلحات. وقد احتوى على أغلب المصطلحات الفنية الفرنسية المستعملة في الكمبيوتر مع ما يراد منها في اللغة العربية والإنكليزية. بالإضافة إلى ذلك احتوى هذا القاموس على شرحٍ وافٍ وكافٍ لكل مصطلح مع ذكر نطاق استعماله بحيث يستطيع القارئ أخذ فكرة عامة عن موضوع هذا المصطلح، كما احتوى أيضاً على عرضٍ مفصل عن تاريخ المعلوماتية والدور العربي التمهيدي في ظهور الكمبيوتر.
