شهدت البلاد العربية توسعاً كبيراً في التعليم، وتزايداً واضحاً في الإنفاق عليه، غير أن السرعة المتلاحقة لهذه التطورات كانت بطيئة للغاية. وقد اضطلعت المؤسسات التعليمية في البلاد العربية بمهمة محو الأمية. وجاء التوسع في التعليم على حساب جودته وكفايته، ولم يفلح في بناء روح البحث والابتكار، أو القدرة على المبادرة أو على التعلم الذاتي.
ولقد عمقت التغيرات السريعة وتحديات العصر أبعاد المشكلات التعليمية، ونتج عنها انعكاسات تربوية تمثلت، على سبيل المثال، في التوسع الأفقي في إنشاء المدارس، والنقص في أعداد المعلمين المؤهلين وفي التجهيزات العلمية والتعليمية، وزيادة عدد التلاميذ في الفصل الدراسي، إلى آخر ما هنالك من مشكلات.
ويرى الباحثون أن السبب في قصور تطوير التعليم يعود إلى عدم وضوح المفاهيم الخاصة بالنظم الجديدة في التعليم، ودور تكنولوجيا التعليم ووظائفها التعليمية، استناداً إلى أن تكنولوجيا التعليم ليست مجرد اقتناء للأجهزة التعليمية، ولكنها عملية تهدف إلى حل المشكلات السابقة، وكذلك مشكلات التلفاز التعليمي، الذي يمر في مدارس الدول العربية بأزمات جمة بسبب خلو برامجه من المتابعة، وغياب دور المعلم، سواء في إعدادها أو في تنفيذها أو في معرفة آثارها.
علاوة على ما سبق، تتعدد الأسباب التي تحول دون استخدام المدرس في الدول العربية للوسائل التعليمية الفعالة، ومن هذه الأسباب ما يتعلق بالمعلم أو المدرب نفسه، ومنها ما يتعلق بالدراسة أو الجامعة أو الكلية، ومنها ما له صلة بالخطة الدراسية التربوية.
تلك كانت مقدمة ضرورية للكشف عن وجوب البحث عن بدائل مختلفة للقضاء على المشكلات التربوية في العالم العربي. وفي هذا الكراس سيتم الحديث عن الوسائل التعليمية وتكنولوجيا التعليم، وإسهاماتهما في عملية التعليم والتعلم، ثم ستناقش قضية التعليم عبر الوسائل الإعلامية أو الاعتماد على التعليم التقليدي. وأخيراً سيتم استعراض نتائج الدراسة الميدانية على أعضاء الهيئة التدريسية بكلية العلوم الإنسانية والاجتماعية في جامعة الإمارات العربية المتحدة.
