فلا يقتصر أمر ضمان نجاح الشراكة على التشريعات والأنظمة فحسب، وإنما لابد من خلق روابط بينها وبين مفهوم الحوكمة، فكلاهما له أبعاد متعددة ذات جوانب إدارية وقانونية واقتصادية واجتماعية، تلتقي في نقاط مشتركة مستندة إلى مبادئ الشفافية والإفصاح والمساءلة والحقوق المتساوية لأصحاب المصلحة وتحديد المسؤوليات من أجل رفع كفاءة استخدام الموارد، وتعزيز القدرة التنافسية وجذب مصادر التمويل والتوسع في المشاريع لخلق فرص عمل جديدة ودعم الاستقرار الاقتصادي. ويرى كثير من الباحثين أن موضوع الشراكة مازال في المراحل الأولى لوضع مبادئ وقواعد ونظم موحدة تحكم وتنظم أشكال الشراكات المتنوعة بين القطاعين العام والخاص بحيث تشمل كافة القطاعات الاقتصادية والاجتماعية، فمواضيع رئيسية مثل المفهوم والمبادئ والمعايير مازالت تبحث لتطويرها وبلورتها وتصنيفها لوضعها في قواعد واطر محددة.
