إن دراسة موضوع الشراكة بين القطاعين العام والخاص مهم جداً لأن هذه الشراكة باتت ضرورية في عملية التنمية الإقتصادية والإجتماعية، ومن شأن المشاريع المنفذة بهذا النظام لتلبية إحتياجات إقتصادات الدول دون الإعتماد على الموازنة العامة للدولة.
تهدف هذه الدراسة التعريف بالشراكة بين القطاع العام والقطاع الخاص في إقامة مشاريع الخدمات العامة والبنى التحتية، وإبراز مبررات وفوائد هذه الشراكة، والإطلاع على بعض التجارب الدولية والعربية في مجال الشراكة بين القطاعين العام والخاص، وإقتراح بعض الحلول التي تهدف إلى تطبيق نظام الشراكة بنجاح.
