هذا الكتاب، وإن يركز على الشأن الانتخابي، فإنه يتناول العملية الانتخابية بكافة جوانبها وذلك من خلال وضعها في سياق الأزمة السياسية المتعددة الأوجه منذ إقرار اتفاق الطائف، ويسلط الضوء على مفاصلها في أبعادها الداخلية والخارجية.
يتضمن الكتاب ستة فصول. فصل أول يتناول المصالحة الوطنية المعلقة وصولاً إلى الانقلاب عليها منذ انتخابات 1992. وفصل ثانٍ يتطرق إلى الأزمة السياسية وتداعياتها الانتخابية، إضافة إلى أدوات التاثير في الانتخابات بدءاً بقانون الانتخاب وصولاً إلى سلوك الناخب والمرشح. وفي هذا الفصل أيضاً إشارة إلى دور المجلس النيابي في إعادة إنتاج الأزمة السياسية القائمة. فصول ثلاثة أخرى تستعرض الدورات الانتخابية الثلاث الأخيرة وتحلل نتائجها ودلالاتها بالمقارنة مع انتخابات لبنان في مراحل سابقة، والانتخابات في الأنظمة الديموقراطية وغير الديموقراطية. وفي الفصل الأخير قراءة نقدية وتحليلية لسمات النظام الانتخابي في لبنان ما بعد الحرب ولمفاعيله السياسية.
