يشكل استفتاء 9 يناير 2011 في جنوب السودان وتبعاته الواضحة بما لا يقبل الشك، حدثاً هاماً ومفصلياً في تاريخ السودان من حيث هو دولة، وفي تبعاته الإقليمية على النطاقين الإفريقي والعربي وفي الإطار الدولي. وتناقش المحاضرة الجذور التاريخية لأزمة الجنوب السوداني الذي اندلعت الحرب فيه قبل عام من نيل السودان استقلاله، ومسؤولية النخب السياسية الحاكمة في الأنظمة الشمولية والتعددية التي تعاقبت على حكم السودان عن استمرار أزمة الجنوب حتى وصلت إلى مرحلة قبول حق تقرير المصير من قبل اتفاقية ينغاشا.
وكذلك تناقش تحديات ما بعد الاستفتاء أو الانفصال من قضايا بناء الدولة السودانية الجنوبية الوليدة ومآلات التطور في دولة شمال السودان، والانعكاسات الإقليمية لكل من عملية بناء الدولة الجديدة في الجنوب والتطورات المحتملة في دول شمال السودان. تركز المحاضرة بصفة خاصة على المخاطر والتحديات المتعلقة ببناء الدولة الجديدة في الجنوب السوداني، والتحول من تنظيمات الحرب الأهلية إلى أجهزة مدنية وإدارية قادرة على تسيير شؤون الدولة الوليدة، ومخاطر الصراعات التي قد تفجرها مشكلات البنية التحتية شبه المنعدمة، واحتمالات الاحتراب الأهلي والقبلي في ظل غياب استراتيجيات واضحة للتنمية ولتنظيم قضايا الملكية والحيازات الزراعية في جزء من السودان يتميز بتعددية شديدة في التكوينات القبلية، وبتاريخ حافل بالصراع بين الإثنيات والقبائل، ومؤثرات هذه المخاطر في السلام والأمن إزاء الدولة الوليدة والأقاليم المجاورة والانعكاسات الممكنة إقليمياً وعالمياً.
