تسعى هذه الدراسة إلى بحث وتحليل ظاهرة حجز، واختطاف السفن التى مافتئت تتسع رحاها على سواحل الصومال، وفى منطقة باب المندب، وخليج عدن، وبحر العرب، والتى تعتبر نوعا من أنواع القرصنة البحرية. فأصبحت ظاهرة تهدد الأمن العربى، والإفريقى، وطالت تداعياتـها كافة دول المنطقة، حيث فجرت أعمال القرصنة هذه والتى تزايدت وتيرتها فى الآونة الأخيرة قبالة السواحل الصومالية، قضايا أمنية واستراتيجية ذات أبعاد إقليمية، وعالمية، وأثر ذلك على أمن دول المنطقة، التى يرتبط أمنها القومى والاستراتيجى بهذه المنطقة من البحر الأحمر، والدول المطلة عليه من الجانبين العربى الآسيوى، والإفريقى، والذى تنامت على أرض إحدى دولها شكل من أشكال القرصنة البحرية، التى تتم قبالة السواحل الصومالية الممتدة على طول خليج عدن، حيث لايمكن أن يتجزأ ذلك البعد الأمنى، بل يمتد ذلك إلى الأطراف الشمالية للبحر الأحمر، إلى خليجى العقبة والسويس، وحتى قناة السويس، حيث باتت القرصنة الصومالية تنذر بخطر تهديد واحدا من أهم الطرق البحرية فى العالم ، كما أن ذلك يؤثر أيضا على أمن منطقة الخليج العربى، حيث الأهمية الاستراتيجية التى تتعدى الحدود، والفواصل بين هذه الدول، إلى تداعيات إقليمية، ودولية قد لايحمد عقباها، فلقد أضحت ظاهرة القرصنة فى خليج عدن، وباب المندب، وبحر العرب تؤرق العالم كله.وعلى الرغم من التقدم الحضارى الكبير فى العالم، ووجود منظمات دولية، ووسائط رصد، ومراقبة فائقة القدرة، وطيران سريع، وأسلحة فعاله، عادت أعمال القرصنة البحرية لتطفو على السطح من جديد .
