إن الوظيفة الأولى للدولة الحديثة هي ضمان حماية مواطنيها، مع ذلك، فإن العنف تجاه السكان المدنيين، والإبادات الجماعية، والتطهير العرقي، والمذابح المنظمة، كلها أعمال في غالبيتها تقترفها الدول بحق مواطنيها.
هذه الأحداث محفورة في بنية الدولة نفسها، لكن بسبب حدوث إنقلاب مفاجئ مذهل، لم يعد بوسع الدولة أن تجعل من عدو الخارج كبش فداء، فأخذت تضاعف أعداء الداخل.
هكذا نجد أن النظام السياسي الحديث يرتكز اليوم على اقتصاد عنف ذات الطبيعة نفسها، أما التضحيات من أجل الأمة، فإنها هي أيضاً أضحت لا طائل من ورائها.
يبدو جليّاً أن العنف السياسي غير قادر على إحداث نظام مستقر، وهو أحد علامات عصرنا الأشد بعثاً للقلق.
