إن الدولة جزء لا يتجزأ من نظام الإسلام، وهذه الحقيقة هي الركين الذي يجب أن يقوم عليه كل بحث ذي صلة بأمور الدولة والحكم في نظام الإسلام السياسي. وإن في أبرز خصائص الحكم في الدولة الإسلام: 1-إن رئيس الدولة قد ولي منصبه بقضاء الله تعالى وفضله، 2-إن رئيس الدولة يستمد سلطته من الشريعة، 3-إن السلطة تكون لتحقيق هدف, 4- إن الحكم يقوم على القوة المادية والمعنوية، 5-لا كسروية في دولة الإسلام.
هذه نقاط أثارها المؤلف في مسار بحثه ودراسته في منهاج الإسلام السياسي في محاولة للكشف عن جانب من أهم جوانب الفكر الإسلامي وأخطرها، وحسب القارئ ليدرك ذلك بعلمه أن العلماء قد جعلوا أبحاث الإمامة "الدولة" فصلاً من فصول مؤلفاتهم الباحثة في العقيدة، مع أنها ليست من عناصرها. وقد قال العلامة الشهرستاني: "اعلم أن الإمامة ليست من أصول الاعتقاد بحيث يفضي النظر فيها إلى قطعٍ ويقين بالتعيين، ولكن الخطر على من يخطئ فيها يزيد على الخطر على من يجهد أصلها، والتعسف الصادر عن أهل الأهواء المضلة مانع من الإنصاف فيها".
وما حملهم على ذلك إلا الحظر العظيم الذي ينشأ عن الأحكام التي تطلق في موضوعها، كيف لا، وأن أعظم خلافٍ بين الأمة خلاف الإمامة، إذ ما سُلًّ سيف في الإسلام على قاعدة دينية مثل ما سُلًّ علة الإمامة في كل زمان. وليس في ذلك مبالغة أو تهويل، ولعل القارئ ولو وقف على تاريخ الفرق التي نشأت في تاريخ الأمة الإسلامية، لوجد أنها ترجع في جذورها إلى أسباب سياسية. ويمكن القول بأن القارئ ومن خلال هذه الدراسة سيعيش مع ذات الإسلام، ذات التصور الإسلامي لهذا الموضوع الذي وقع اختيار المؤلف عليه ألا وهو منهاج الإسلام السياسي.
