لا تخاض الحروب بالسلاح والأفراد فقط وإنما تعد الجيوش عدتها من السلاح والرجال وتتخذ قراراتها على ضوء المعلومات التي ترد إليها عن إمكانيات العدو وقدراته وأسلحته وهذا الدور الأخير تضطلع به أجهزة الاستخبارات، ولقد عرف الإنسان هذا النشاط منذ القدم، ولكن هذا كان يتم بصورة بدائية وبسيطة جداً، كما مارست الشعوب المصرية القديمة هذا النشاط، إذا احتوت سجلات قدامى المصريين على إشارات تفيد قيامهم بأعمال في مجال الاستخبارات.
أما العرب فقد استخدموا العيون والعملاء لجمع المعلومات في حروبهم ضد بعضهم البعض كما كان القادة يستعينون بالإدلاء والعيون ليقدموا لهم المعلومات التي يريدونها عن الطرق التي تؤدي إلى العدو. وفي عصر صدر الإسلام استخدم الرسول محمد صلى الله عليه وسلم الاستخبارات في غزواته وقد حذا المسلمون حذوه صلى الله عليه وسلم ، فاهتموا باستقصاء أخبار الأعداء في جميع أطوار حياتهم، وقد عد منهج الرسول صلى الله عليه وسلم، فإنه أنجح المناهج وأحدثها حتى زماننا.
والمؤلف يعرض في هذا الكتاب لتاريخ الاستخبارات العسكرية في الإسلام ويكشف عن وسائلها ومناهجها كما يبحث في الأحكام الفقهية المتعلقة بالاستخبارات العسكرية الوقائية، واستخبار المخذلين والمثبطين ورصد جواسيس الأعداء في الجيش بواسطة الاستخبارات العسكرية الوقائية، وحكم الاستخبار ضد دولة الإسلام وعقوبة ذلك في الإسلام، وحكم كذب رجل الاستخبارات واستلامه وقتله لنفسه إذا أحيط به أو ظن الهلاك في الثبات أو الفرار.
