ربما نشهد هذه المرحلة تطبيقات لجزء من توجهات أو توصيات هذه الندوة الدراسية التي تشرف عليها مؤسسة بروكنغز/مركز سابان لسياسة الشرق الأوسط، بشكل دوري، وهي تمحورت حول طبيعة المرحلة السياسية المفصلية بعد رحيل الرئيس الفلسطيني ياسر عرفات، من خلال وجهات نظر مسؤولين فلسطينيين وصهاينة لهم خبرة واسعة ضمن الإطارين السياسي أو الأمني، سابقاً وحاضراً.
وكغيرها من الدراسات والأبحاث الغربية التوجيه (أو التمويل) تركز هذه الندوة على أهمية إطلاق المسار الأمني من جديد عبر انسحابات "إسرائيلية مدروسة" من بعض المناطق الفلسطينية في قطاع غزوة والضفة الغربية توازيها إجراءات حاسمة للسلطة الفلسطينية ضد حركات المقاومة تمهد لتثبيت ركائز سلطة أبو مازن الجديدة "المنتخبة"، قبل الانطلاق إلى المسار السياسي الذي لم يحدد المشاركون في الندوة معالمه بوضوح، انسجاماً مع أهداف كيان العدو وحكومته المتطرفة التي تريد كل شيء مقابل لا شيء تقريباً، مما يعني انسحاب الصهاينة من قطاع غزوة، وهو يحصل تحت وطأة ضربات المقاومين، أو تفكيك بعض المستوطنات في الضفة الغربية فيما بعد، بموازاة استمرار تهويد القدس وشرعنة المستوطنات الكبرى في الضفة الغربية وتكريس السيطرة الأمنية والعسكرية لقوات الاحتلال على كل حدود القطاع (بعد الانسحاب) وعلى كامل الضفة التي ستقسم بسبب المستوطنات ومشروع "القدس الكبرى" إلى عدة قطاعات بحيث تتحول وعود الدولة الفلسطينية المستقلة وذات السيادة إلى طاولة المفاوضات التي قد تستغرق أعواماً جديدة، خصوصاً في ظل تحكم اليمين المتطرف بالقرارات الكبرى في كل من "إسرائيل" و"الولايات المتحدة الأمريكية"، وبعد غياب-ولو مؤقت-لورقة القوة الأساسية لدى السلطة الفلسطينية قبالة العدو، وهي المقاومة المسلحة والانتفاضة الشعبية.
