يضم هذا الكتاب بين دفتيه النصوص الكاملة لأوراق البحث وعددها 18 بحثاً، والتعقيبات على بعض البحوث، وعددها 11 تعقيباً والمناقشات المفتوحة التي دارت في ندوة النزاهة في الانتخابات البرلمانية: مقوماتها وآلياتها في الأقطار العربية، التي أقامتها المنظمة العربية لمكافحة الفساد في بيروت خلال 12-13 آذار 2008.
وتشكّل محتويات هذا الكتاب بمجملها محاولة جادة للتحليل المنهجي الرامي إلى تحديد طبيعة العوامل الحقيقة التي أدت إلى عدم تطور أنظمة انتخابات عصرية قادرة على إنتاج مجالس تشريعية تعكس الإرادة الشعبية بوضوح وشفافية في معظم أقطارنا العربية؛ إضافة إلى دراسة تداعيات ذلك الفشل على مسار الإصلاح السياسي في تلك الأقطار، والتي أضحى تحقيقها ضرورة حيوية تمكنها من مواجهة تحديات العولمة المتسارعة في عالمنا الحاضر، وتتيح لها الإمكانات اللازمة إلى التصدي لانتشار الفساد المتزايد المواكب لمسيرة العولمة. لذا جرى التركيز ضمن محاور الندوة الثلاثة على نقطة جوهرية وهي ضرورة بلورة رؤية واضحة تمكن أقطارنا العربية من تحقيق وتفعيل آلية شفافة ونزيهة للانتخابات البرلمانية، تؤدي إلى إنتاج نظام سياسي يتيح للإرادة الشعبية التعبير عن نفسها ضمن مؤسسات الدولة وبخاصة التشريعية بما يضمن تلك المشاركة الفاعلة عن طريق تحقيق صحة التمثيل للقوى الشعبية الفاعلة ضمن البرلمانات العربية.
تتوزع البحوث التي تضمنتها محاور الندوة على ثلاثة أقسام: الأول، المؤثرات التي أدت إلى عدم تحقيق النزاهة في الانتخابات البرلمانية، في الأقطار العربية. الثاني، واقع الانتخابات البرلمانية في الأقطار العربية. الثالث، ما العمل؟
فعسى أن يشكل هذا الكتاب حافزاً للمجتمعات المدنية العربية على قيامها بتفعيل الضغوط الشعبية على الحكومات العربية لتحقيق آلية تضمن نزاهة الانتخابات، من دون إخضاعها للتجاذبات السياسية الداخلية، بما يمكّن أقطارنا العربية من دعم مسيرتها لتحقيق ديمقراطية حقيقة تساعدها على تحقيق الانتظام والاستقرار في الحياة السياسية.
